Tier 16 equipment and lvl 50

Tier 16 is the max if I'm not mistaken. Is there any equipment other than the unique sets in this tier? And is there unique sets in any other tier than the tier 16? Must you be lvl 50 to equip tier 16? Is level 50 max lvl? I know you can get the tier 16 equipment at any level, but do you have a better chance of attaining it at lvl 50? When in the shop, is it correct that you purchase items for your current lvl (except the the lucky unique set drops)?
