Didn't received purchased Souls

I bought the 'Limited Soul Offer' of 180 Souls + 180 Souls. Once it went through, it told me my internet was off then another message was prompted stating I already made the purchase. My card was charged, but I never received the Souls. I noticed other users had the same issue, so should I notify my card company or can this issue be resolved?
