How to get tier16 equipment?

I have reach level 85 but still i havent got any tier16 equipment how i get tier16 unique equipment i want one of them...please help me!

You just buy "draw 12" and then You have a CHANCE of getting tier 16 unique item/items. You could draw tier 16 unique item despite Your current tier (I got my Lightning Sword tier 16 when drawing 12 tier 5 items)
