Dark Dungeon lv20 drop tier 10

It drops tier 10 items since lv11 dark Dungeon. Is that normal, or something is wrong here?

If u play in normal mode, and u get tier 15 and if u go to dark dungeon u will get tier 15 to even it lvl 1 dark dungeon
