Lost souls

I bought cheapest starter pack that gives 100 souls. But i didnt receive anythinf. I tried again 12h later and got the souls. But i made 2 payments. Can i get refund or souls? And i tried to transfer upgrade from one weapon to other using 70 souls it didnt. Work and nothi g happened and i tried again. And still nothing happened. Can i get 140 lost souls and 100 purchased souls returned on my account? And 95+ transfered to my legendary tier 12 weapon?
