I want to have unique items because i'm lvl 82 already and still stuck in hell mode 5-1..still in tier 13.. if i buy items in shop like "draw 12 of tier 12-13 items" am i able to have unique item

Yes even if you just start the game you should be able to draw UNIQUE equipment, when I started my game I used 10 souls to draw some nonsense looking shoulder called lightning shlder, later would I come to find out it's one of the game most powerful items.
