drop rates

are drop rates always the same or do they change ? and is luck always so low ? i'm lvl 45 and it's at 16

Droprates changes from time to time. It varies depending on level. The luck is always low. Don't know why it doesn't get high much but you can increase it by resetting your character stat or buy treasures.
