You can get unique items in dark dungeon even if you are just starting to play there. It is a special place that is separate from game stages level whether you reached inferno mode or not. If you ask why haven't you got any uniques in there when you played, then the answer is... it's simply hard to get.

Completed level 21 in dark dungeon but didn't got any unique items except chunk of exps...
