Promoting S+ rank Jamal made him worse?

Hey there,

My Jamal had zero recoil when I recruited him and it was amazing. After promoting him, it seems he no longer has zero recoil. And it feels like he is shooting slower, but I can't find character details once you've recruited, so I can't confirm. Anyone else seen this?
