Why am i getting so little soul stone???

I have compared the drop rates for soul stone for 2 different characters i am using. My carpet bomber has a crazy high drop rate for soul stone for some particular reason that i cant find out. My weapon master has extremely low drop rate for soul stone even though i have an additional 300+ item drop rate increase. There must be some kind of bug that is causing this. Please help look into it.
