I ve played to 9.1 (hell). But it still drop 15 tier item. Will it drop tier 16 ~ 17in higher map?

It will. Tier 16 is unique items. Tier 17 and up are items that have been transcended. For that you'll need something like 163 power stones per item you transcend for 16 to 17 and likely more past that. Good luck.
